Presentation
Training in sustainability for local leaders is intended to be an element of leveraging public policies with an impact at the local level.
The “battle for sustainability will be won or lost in cities”, because public policies have a much greater impact on populations at this local level. It is also at the local level that populations will be better mobilized towards sustainability.
Sustainability is a simple concept, because it only requires that you add more than you take away; It is complex to implement, because it implies the articulation of three dimensions:
- add more to society than what is taken away (social),
- add more to the economy than what is taken away (economic) and
- add more to the Planet than what is removed (environmental).
Local leadership thus assumes an important dual role:
- implement this sustainable development agenda with an impact on the present lives of communities and
- motivate citizens to demand and pursue this agenda in the future.
The 17 dimensions of the United Nations' sustainable development goals define in a simplified way the paths forward for political decision-makers. This program aims to elevate these paths to the level closest to citizens, which is local government.
Training objectives
In line with the above, the aim is to present and frame sustainability as a principle that informs public policies.
This program thus aims to enable a top-down alignment of public policies, making an important contribution to the maturation of democratic debate at local level.
In this context, the main objectives of the program are:
- Gain in-depth knowledge of the 17 sustainable development objectives of the UN 2030 Agenda, understanding and comprehending its 169 goals.
- Understand how the 17 SDGs and 169 goals have local representation and expression in Portugal.
- Understand how local public policy instruments are adapted and respond to the SDGs and promote sustainable impact.
- Promote high performance by municipal teams towards sustainability.
- Know good practices of local policies in favor of sustainability.
- Understand how to frame these policies at intermunicipal, regional and national levels.
- Define mechanisms for involving the population and other local bodies and agents.
