NATO’s Unsung Virtues
A standard account of the North Atlantic Treaty Organization (NATO) is that it was established to meet the threat posed to Europe by Stalin’s Soviet Union and that, without that threat, it has struggled to adjust to the post–Cold War world. It is also the conventional view that NATO, as an alliance and a bureaucracy, has been less than adept in meeting evolving security challenges. As the current American president suggested, NATO is, like an eight-track tape player, “obsolete.”

A Gentlemanly Love of Liberty
We learn on its first page that this book had its origin in a conversation in England between its Portuguese author as a young man and the Austrian-born British subject Karl Popper, a professor of political philosophy at the London School of Economics, then in his old age. The author, João Carlos Espada, with the woman who became his wife, had earlier taken part in the revolution that ended the long dictatorship in his country and was working as political adviser to Portugal’s democratically elected president Mario Soares.

Did Putin share stolen election data with Trump?
Data is the energy, the lifeblood, the food and drink of any modern election campaign. From the mundane — names, addresses, voting districts — to the specifics of habits and interest, data matters more than television time, more than space on billboards, more than speeches and debates. In the olden days, it helped candidates figure out which doors to knock on. Now it involves sophisticated algorithms and highly controversial, carefully targeted campaigns designed to evoke primitive emotions — hope, fear, anger, joy — on social media.

In his 1999 report on the murder of Stephen Lawrence, Sir William Macpherson produced a definition of a racist incident. He said it was “any incident which is perceived to be racist by the victim or any other person”. The then Labour government accepted this definition. Today it is the standard for public policy.

Trump confounds with double negatives
I have many friends who hate Donald Trump. Most are liberal, academic types who hate him the way their parents or grandparents once hated Richard Nixon. Their hate is tempered by the fact that Trump is not currently bombing or invading a foreign country. Remember, it was the anti-Vietnam movement that elevated hating Nixon above the realm of party politics. (Even though Nixon insisted he was trying to end a war that Democrats had started, they never believed him.)

A Case of the Mondays
On Monday, July 9, President Donald Trump nominated Brett Kavanaugh to replace Anthony Kennedy on the Supreme Court. Kavanaugh is a serious and respected federal judge with a well-thought-through constitutionalist orientation. Based on what we know now, he deserves enthusiastic support from all who believe in a constitutionalist Supreme Court, and he should be confirmed by the United States Senate. President Trump deserves credit for the selection.

Affirming and Celebrating Humanae Vitae
July 25 is the fiftieth anniversary of Humanae Vitae, Blessed Paul VI’s encyclical on the integrity of love and the appropriate means of family planning. Issued during the cultural meltdown of the 1960s, and in a year when irrationality stalked the entire Western world, Humanae Vitae instantly became the most vilified act of the papal magisterium in history. And to what should have been their shame, entire national episcopates distanced themselves from Pope Paul’s teaching by a variety of stratagems, many of which exhibited some degree of theological confusion and some of which were downright cowardly.

Trump, Merkel and Brexit
Our cover picture for this summer double issue is inspired by a memorable image of the Quebec G7 summit, showing Angela Merkel confronting Donald Trump. This snapshot was actually a brilliant piece of propaganda from Berlin, taken by an official photographer and intended to depict a German chancellor dictating terms to the American president. Leni Riefenstahl could not have done better. But Mr Trump’s look of defiance is no less striking. In our version, by Michael Daley, he is flanked by his formidable National Security Advisor John Bolton, while Prime Minister Abe of Japan looks quizzically at Mrs Merkel. Sic transit gloria mundi.

Negócio e direito
Qual a finalidade do Sistema Nacional de Saúde? Para alguns ingénuos a resposta tem que ver com as doenças dos portugueses. Mas basta ouvir as discussões à volta do SNS para notar que, de facto, essa é preocupação menor de responsáveis e profissionais. Aquilo que interessa e ocupa todas as análises são os direitos dos trabalhadores da área da saúde. Fala-se muito mais de carreiras do que de remédios, de aumentos do que de vírus, de horários do que de curas. Se amanhã, por milagre, todos os cidadãos nacionais ficassem saudáveis, a despesa do Estado em saúde ficaria exactamente igual, para assegurar o valor supremo dos direitos dos profissionais de saúde.

Já Pascal notava que através do "divertimento" (divertissement) os indivíduos deixam-se mergulhar no torpor da futilidade agitada, afastando-se da dura meditação sobre a nossa condição finita e mortal. Com os povos acontece o mesmo. Se a história do presente tiver alguém que a queira e possa escrever no futuro, este pobre país - expropriado de alavancas económicas fundamentais e com escassa capacidade de controlar o seu destino coletivo - transformou 2018 numa espécie de ano do "triunfo dos porcos".

A falta que o Reino Unido fará
Para quem quer uma Europa mais integrada (federalista, dir-se-ia há uns anos), o Reino Unido não faz, nem nunca fez, grande falta e, no fundo do seu coração, ainda bem que os britânicos se vão embora. Agora é que vai ser, acham. O problema desta visão é isso tudo. E é que ela não é única na Europa, embora com frequência ache que é a única genuína e legitimamente europeia. E sem os britânicos pode não ter oposição. Ou só ter a dos radicais, à esquerda e à direita.

Causas e tribos: o ridículo a matar a política
Vivemos hoje, e penso que isto é minimamente consensual, entalados entre causas que cada grupo defende e tribos que são defendidas por cada grupo. A visão comunitária, solidária, e fraternal das sociedades ressente-se, ao mesmo tempo que um sem número de ocorrências ridículas nos passam ao lado, enquanto uns senhores (e umas senhoras) decidem gastar parte das suas vidas em tais causas ou em defesa dessas tribos.
